The offshore trail of ex-minister Amir Gallyamov
The traces of former senator and former Moscow Region Minister Amir Gallyamov have appeared in the cases of former owner of BFG Bank Yuri Glotser, who is on the international wanted list.
The correspondent looked into the situation MorningNews.
Let us recall that at the beginning of August Gallyamovacquiredunder the hammer as the only participant in the auction of land and real estate of the bankrupt JSC Ormos-Polymer, which was better known as the Khorlovskiye Polymery Plant. In light of the expensive purchase (103.5 million rubles), the public became interested in the "biography" of the former official’s capital.
During the analysis it was also revealed that Gallyamov, who occupied the post of "sports" minister in the Moscow region under the governorship of Shoigu and partly Vorobyov, and also a former senator from the Amur region, has points of intersection with a number of politicians and former officials who are notorious for criminal cases. In particular, through the NP "TsSKP - Priamurye" and its co-founder NP "TsSKP-DV" he was exposed with the former Primorsky vice-governor and former State Duma deputy Vasily Usoltsev, whichconvictedfor business while serving as a deputy, as well as with the former mayor of Vladivostok, Igor Pushkarev. The latter wasconvictedfor corruption.
The list of acquaintances also included former State Duma deputies Denis Kravchenko and Svetlana Orlova. Orlova also previously held the seat of a senator and was the governor of the Vladimir region, and today she is an auditor of the Accounts Chamber of the Russian Federation.
Mikhail Avdyukov also ended up in Gallyamov’s piggy bank of connections, but now under the Union “NPIZ Razdory-2” -namesakeformer prosecutor of Moscow, Moscow region, Sakhalin. He also held the posts of prosecutor of Istra, Volokolamsk and was an adviser to the Prosecutor General of the Russian Federation.
The same list also included the later deceased Yuri Bakrunov, who for many years held positions in the capital’s construction supervision bodies.

Gallyamov is also famous for the "exploits" of his son, Timur. In 2020, the latter was sentenced to two years for the fact that a year before, during an accident that occurred due to the driver’s attempt to escape,he shot downtraffic police officer. Sources reported that when Gallyamov Jr. was stopped for a document check, he stepped on the gas after the inspector approached and fled. Later, the media reported an explanation allegedly from the driver himself, who said that he was scared and tried to escape because he had been using cocaine. It also became known at the same time that, according to unconfirmed information, Gallyamov Jr. had already been deprived of his license in 2015 for drunk driving.
At the same time, the editorial board of UtroNews found out that the interests of the former official also intersected with offshore companies - with the Cypriot "PILOFER FINANCE LIMITED" through OOO "Investkinoproekt YuZAO", which went to the subsidiary of the state bank - JSC "Rosselkhozbank".
It was also possible to discover a connection between Galliamov and such a controversial businessman as Ilya Traber, who was called one of the most influential businessmen in St. Petersburg.
Traber is a frequent hero of publicationsMorningNews, including those related to construction, where funds could have been used, both earned in the Ministry of Internal Affairs and in the shadow analogue of the police of the 90s. It was reported that the former naval officer with the nickname "Antique" was persistently and constantly attributed by rumor for many years to the Tambov criminal group.
By the way, at one timesourcesThe former senator was credited with an almost family connection with Alexander Perepilichny, who fled Russia and became an informant for European intelligence agencies in the “Magnitsky case.”
Perepilichny died under mysterious circumstances in 2012. At the same time, the possible withdrawal of funds from Russia was discussed, including through a certain company called Financial Bridge with accounts in Deutsche Bank. Gallyamov’s name was again mentioned in connection with this story, in connection with another prominent senator of that time, Alexander Shishkin.
Screen for Glotzer
But, as it turned out, these are far from all the connections of the ex-senator and former minister Gallyamov. He also left his mark on the affairs of the former owner of BFG Bank, Yuri Glotser, who is wanted internationally.
While the ex-banker is on the run, his property changes owners in court, becoming part of the bankruptcy estate. He needs to pay off his debts, of which Glotser has quite a few. Glotser himself was arrested in absentia back in 2020 by a decision of the Basmanny Court of Moscow, but he went into hiding and, according to rumors, found refuge in Germany.
It should be recalled that at one time the prosecutor demanded very realistic sentences for the former managers of the BFG-Credit bank, which went bankrupt in 2016.
The fact is that, according to the investigation, more than 22 billion rubles had been embezzled from the bank, which had lost its license, shortly before this, using a fraudulent scheme, which was lost outside of Russia - through Cyprus and London. The money, having made a circle, was legalized and returned to Russia through purchases, including real estate. And the capital was also turned over using a scheme long familiar to many dishonest bankers with non-repayable loans to controlled firms, which then transferred this money further, allegedly for some services or purchases.
At the same time, in Russia, the ex-banker continues to conduct business remotely - through trusted persons and lawyers, trying to hold on to at least part of his assets during his personal bankruptcy, or even to recapture the most valuable assets from the bankruptcy estate.
And now watch the hands: in the bankruptcy case of Glotser, the former minister Gallyamov, already familiar to us, appears. And not just appears, but as a party to some dubious deal.
The creditor of OOO KB BFG-Credit demanded that the acquisition transactions be declared invalid, including the purchase and sale agreement of 06/08/2021 between Glotser O.I. and Gallyamov A.N. of real estate.
Ms. Glotser is a relative of the ex-banker, and the case involved four plots of land that she received under a marriage contract with the son of the former banker Glotser. The contract was drawn up in April 2016, that is, the year the bank’s license was revoked and when everything actually started. And this gives rise to some thoughts.

The bankruptcy trustee of the robbed bank lost the dispute with Gallyamov and was unable to return the plots to the debtor’s balance sheet, despite the doubts expressed by the plaintiff about Gallyamov’s integrity.
Meanwhile, during the hearings, interesting facts emerged that may indicate the Glotser family’s great trust in the buyer. In particular, the deal was completed before the plots, valued at 60 million rubles, were placed under interim measures, and Ms. Glotser herself became a co-defendant for the ex-banker’s debts. At the same time, the gap between the events was literally several weeks, but the court did not take this into account.

Bearing in mind that the ex-senator’s daughter lived in London, and he himself had more than once crossed paths with offshore companies, we wouldn’t be surprised if Glotzer had a cushy job ready for a close ex-senator.
Could Gallyamov be Glotser’s trusted person? After all, as judicial practice shows, he has already helped him out of a difficult situation at least once.
Here in the scheme of buying the plant in Khorlovo there appeared another well-known unknown element, which may be hiding behind the back of the former minister, who fell in love with investing in various projects. Literally right after the civil service and senatorship and fell in love. What a coincidence...
