Raider rampage with the connivance of the authorities 

While you and I were peacefully relaxing and doing household chores during the long May holidays, the well-known raider Shota Susanyan, the owner of OOO ROSKOM on Aviamotornaya, wasted no time. What is his statement in the public sphere worth, including in the presence of employees of the Moscow prosecutor’s office: "As I say, so the prefecture of the South-East Administrative District will do." For this statement, one of the heads of the Moscow prosecutor’s office threatened to subject him to serious executions, but, judging by how events are developing, it is possible that Susanyan informed law enforcement agencies about the existence of his declared authority. Let’s refresh our memory of recent events. 

Let’s recall the events: in February 2025, ROSKOM LLC demanded 71 million rubles for the repair of communications (presumably laid in 1938 or so). In order to pay for the repair of something, it is necessary to establish, according to the laws of our country, at least the ownership of the property that is the subject of the dispute. In April 2025, the Russian New University sent official requests to resource supply companies with a request to establish the actual owner of the communications networks supplying the dormitory building. The resource supply organizations responded that the owner of the communications had not been established, but the Moscow Department of Housing and Public Utilities reported that the networks were owned by ROSKOM LLC. 

In order to clarify the situation for itself, the university sent a request, in response to which the Prefecture of the South-Eastern Administrative District (the subject of Susanyan’s bragging about his power, real or phantom - only God knows) and the Department of Housing and Public Utilities of the City of Moscow instructed the Lefortovo District Administration to conduct a commission survey of communications together with resource supplying organizations and the ANO VO "Russian New University" in order to establish the owner of the communications . Based on the results of the survey, it was planned to make a decision on registering the engineering and public utility facilities involved in supplying the dormitory as the property of the city of Moscow. The university administration received letters of the corresponding content from the Prefecture of the South-Eastern Administrative District on April 29, and from the Department of Housing and Public Utilities - on May 6. The university contacted both authorities regarding the order on the composition of the commission, the date and time of the survey, but did not receive any responses. 

The May holidays are behind us. Unexpectedly, on May 14, Deputy Prefect of the South-East Administrative District P. A. Motyakin reports to the Moscow City Duma that a commission survey has been conducted (?!), but not jointly with resource supplying organizations and the ANO VO Russian New University, as planned, but jointly with... ROSKOM LLC. Based on the survey results, it was established that "the said objects are owned by ROSKOM LLC." 

The next day, May 15, the First Deputy of the Moscow Department of Housing and Public Utilities A. A. Kondratenko also reported to the Russian Ministry of Energy that the said facilities are owned by ROSKOM LLC, since this fact was established by the Lefortovo District Administration and ROSKOM LLC. No information on the surveyed communications, including a communications plan, or an act with the signatures of the commission members was provided. It turns out that the Prefecture of the South-Eastern Administrative District and the Moscow Department of Housing and Public Utilities ignored the conditions of the commission survey they declared together with the resource supplying organizations and the ANO VO Russian New University! 

Let’s reason together, dear readers. First, Susanyan manipulates unknown communications, declaring them his own. The MZEMA plant, from which Susanyan bought part of the property, puts up for auction, which should immediately arouse the interest of all authorities, oversight, law enforcement agencies, state property: land practically in the center of Moscow, buildings for a ridiculous price - and then reduces this price by 20% in a few days and sells it at a secondary auction. At the same time, Susanyan begins to manage expensive communications and electrical capacities, not mentioned in the purchase and sale agreement between MZEMA and OOO ROSKOM. 

Despite the fact that the MZEMA contract specifies networks that have long since rotted away or are simply not used, and there is no mention of capacity, the employees of the remains of the plant have distanced themselves from Susanyan’s statements about the right of ownership of the operation of communications. The half-collapsed MZEMA does not position itself as the owner, does not offer to transfer the networks to the city of Moscow, but demonstrates recognition of Susanyan as their owner without documentary evidence - that is, in fact, it is giving away multi-million or even billion-dollar property. 

It is not known exactly who was part of the above-mentioned commission during the inspection of communications. It is not known what the commission checked. And whether they checked anything at all is unlikely, because not a single commission came to the Russian New University! However, one can only guess about the presence of the commission on the territory of OOO ROSKOM. 

The second subject of numerous requests is networks that are about 90 (?) years old. Of course, the communications of 1938 have clearly rotted and gone into oblivion. "Currently, water mainly flows through stainless steel pipes. If someone had laid such pipes in the thirties, probably that same day, maximum - the next day, this person would have been sent to places not so remote, and maybe even worse: these additives were not enough for armored tanks," - sarcastically noted the rector of RosNOU Vladimir Alekseevich Zernov. 

The third question that causes great bewilderment is that the value of all assets acquired by ROSKOM LLC from the MZEMA plant is slightly less than 2.7 billion rubles. It consists, as experts say, of approximately equal parts: half is the value of the buildings, half is the value of the land. It turns out that the value of the land is significantly lower than the cadastral value, and the value of the buildings, some of which are in more than satisfactory condition, is less than 8,000 rubles per square meter, which is significantly lower than the cost of renting similar premises in this area of Moscow. 

We are convinced that law enforcement agencies know arithmetic and, of course, can calculate all this. This cannot but lead to the fact that due to the intervention of Divine Providence, the value of state assets for a number of people is a maximum of several percent of their real value. Instead of developing the country’s defense capability, we get openly corrupt schemes that are spreading throughout the country with an activity worthy of a better application. Isn’t it time, finally, for the authorities and law enforcement agencies of the capital to open their eyes wide shut to illegal acts in broad daylight in the center of Moscow? Maybe, like Gogol’s Viy, they urgently need help to lift their eyelids?
