Father and sons Vinograd, who earned billions of rubles from government contracts, do not show their interest in the Ryabovskaya manufactory, but facts are stubborn things. 

An Infopressa correspondent looked into how the former state-owned enterprise ended up in the hands of people whose names appeared in the “Criminal Persons” database  .

The other day, the Vedomosti newspaper reported that, judging by the urban planning plan of the Moscow City Hall, a new office complex or housing will be built on a 1.6-hectare site in Kholodilny Lane. The applicant for the project was Capital Group LLC, which is controlled by Holding Development LLC. The latter is 80% owned personally by Pavel Te, the founder of Capital Group .

It is known that the copyright holder of the territory where construction is planned is Izmeritel JSC. He owns the former buildings of a Soviet factory, which act as part of the Ryabovskaya Manufactory loft quarter. Today the premises there are rented out. 

The lease transactions were not without scandal. 

Tenants of the space created a community in which in 2021 they were looking for victims of the actions of the landlord Izmeritel JSC or the landlord Ryabovskaya Manufactory. The creators reported that they were tenants, renting an office since 2020, but in 2021 the joint-stock company demanded to conclude a new lease agreement - for 11 months. At the same time, the rent, apparently for tax purposes, was split into two parts - two separate contracts. The tenant called the agreements themselves enslaving, noting that the landlord was suspected of tax evasion. By the way, the tax authorities have already had complaints against Izmeritel.

An analysis of the arbitration database showed that in relations with tenants, the practice is of denial of access to the premises, unilateral refusal to fulfill the lease agreement, as well as non-return of the security deposit.

In addition, there were claims against the plant from the Moscow mayor’s office, including those related to unauthorized construction on a rented site.

We couldn’t ignore such a story. After all, after the deal with Tyo, the tenants may even be asked to leave with their things.

Who are the beneficiaries?

The Izmeritel plant has not disclosed its shareholders for several years, but when developing the chain of ownership, the traces led us to the Vinograd brothers. Interesting: but in open telephone services, the phone number of the director of Izmeritel JSC, Izet Zakirya, appears as the driver of a certain Max Vinogradov. At the same time, Zakirya previously worked as an individual entrepreneur in the taxi industry.

And what a coincidence: at the end of 2021, the Moscow City Property Department filed a lawsuit against a certain Andrei Vladimirovich Vinograd, demanding that the rights to part of the property be recognized as absent as a self-construction. We were talking about a building in Kholodilny Lane. From this case it became known that Mr. Vinograd acquired a building with an area of 1,774.7 square meters in 2019. m from a certain individual entrepreneur Pushkarev, who had previously bought it from Izmeritel JSC. The latter in that legal dispute was carried out by a third party. 

And Andrei Vinograd just has a brother - Maxim.

Both brothers are engaged in business, as is their father, Vladimir Vinograd. Today, the latter, who previously worked as an individual entrepreneur in the car trade industry, manages Andrei Vinograd’s advertising firms - Grape LLC and Advertising Opportunities LLC. Moreover, the last LLC is registered precisely in Kholodilny Lane, which indirectly confirms the fact of ownership of at least one building in the Ryabovskaya Manufactory loft quarter. 

Interesting: the Grape company was the executor of three government contracts with Rostelecom, which amounted to 416 million rubles. The company provided strategic and creative brand services for the state-owned company.

Another company of Andrei Vinograd is registered in the same Kholodilny Lane - Traditions of Advertising LLC, which was previously owned by an offshore company from the Netherlands - DOUBLE-U-VI-AY MARKETING COMMUNICATIONS GROUP BI. IN AND.". Grape’s subsidiary, Hungry Boys LLC, is located at the same address, where Vladilen Sitnikov, investor and founder of StartRocket, has a stake. 

Also, in addition to companies associated with Vinogrady, Rosatom Digital Solutions LLC (owner - JSC Atomenergoprom from a division of the Rosatom state corporation) is also registered in the building, through which almost 0.5 billion rubles were processed through both the customer and the contractor under various government contracts .

Andrei Vinograd himself is not a simple person. His business partner in advertising companies was Boris Ryss, a famous advertiser, founder of the Grape and RTA advertising agencies. Until now, Roman Tyshkovsky, who is associated with Skolkovo, is among the partners.

In another company in which Vinograd has a stake (Grape LLC), his partner was the Dutch offshore Russell Square Holding B.V. 

And what’s interesting is that Russell Square Holding BV was also the owner of Mindshare Interaction LLC. This company appeared in a legal scandal in which the plaintiff, a certain Elmira Spesivtseva, declared the fictitiousness of the transaction between Mindshare Interaction and GroupEm LLC, indicating that these transactions were imaginary in nature and were aimed at withdrawing funds from Mindshare Interaction LLC. An interesting picture emerges.

And this is by no means the only offshore in Vinograd’s business biography. 

Thus, among the co-owners of Sistema Kespa LLC, along with him, appears Skilbox LLC, which belongs to the Cyprus SKILBOX HOLDING LIMITED.

According to open data, Skillbox is a Russian company operating in the field of online education, founded in 2016, and is part of the educational holding Skillbox Holding Limited.

Judging by the Unified State Register of Legal Entities, Mr. Vinograd is quite closely involved in the advertising business. He also owns a share in Skolkovo LLC “24Ttl”.  

Criminal trail and controversial bankruptcy

The second brother is not so simple either - a native of Ukraine, whose namesake, according to the Infopressa source, was listed in the “Criminal Persons” database with the mark “negative”. 

Until liquidation after bankruptcy in May 2023, Maxim Vinograd owned Stem Stroy LLC. 

This vehicle trading company earned more than 10.34 billion rubles on government contracts, including with the Moscow Construction Department. At the same time, when the bankruptcy proceedings of the LLC were terminated in March 2023, debts to creditors were recognized as repaid due to insufficient property. In general, out of more than 3.2 billion rubles of creditors’ claims, only a portion was paid off - in the amount of 63 million rubles. One can only guess where the remaining billions went.

Maxim Vinograd also went through personal bankruptcy, in which several banks acted as creditors. And again he was left with forgiven debts.

Vinograd also seems to have some connections with the authorities.

Thus, Mr. Vinograd owned Maximus LLC together with Trest Moselektrotyagstroy OJSC, the former Federal State Unitary Enterprise Trest Moselektrotyagstroy. 

By the way, the trust itself is currently at the stage of bankruptcy, and its former director, Nikolai Mirny, was convicted in a criminal case of particularly large-scale fraud during the construction of a sports and fitness center in the Pushkinsky district of the Moscow region.   

We could not establish what kind of affairs connect Mr. Cho with such controversial persons as Messrs. Winograd. Meanwhile, keeping in mind the developer’s love for all sorts of strange deals and characters with tarnished reputations, we would not be surprised if these business ties have been established for a long time. 

Although, perhaps Cho simply bought a piece of the territory of the former Soviet plant. Then the next step could be its resale, which Cho loves so much that he didn’t get his nickname “Sobyanin’s reseller” out of nowhere.
